Towards Circular Economy: Unveiling Heterogeneous Effects of Government Policy Stringency, Environmentally Related Innovation, and Human Capital within OECD Countries

With reference to the existing literature, this paper investigates heterogenous effect on attainment of circular economy by government policies in form stringency and financial support, environmentally related innovations, human capital. The study was carried out 26 countries OECD from 2010–2019 using Poisson pseudo-maximum likelihood (PPML) model data Eurostat datasets. Indicators for independent variables were non-market-based stringency, market-based subsidy, gross domestic expenditure R&D source funds, intramural, national environmental protection protection, patents with co-inventors, employees involved education training. results revealed that a significant innovation, financing R&D, have impact within countries. Surprisingly, there no subsidy material consumption (dmc). We conclude blend is effective means achieving economy.
